A sudden spike in B/P can be accompanied by an increase in your heart rate. Your heart will beat faster and harder as is when exercising. This response can occur even when sedentary. You can have a sudden surge in adrenaline. This can happen sometimes for no reason, or in cases where you may have an adrenal problem. Lenin can also be right about a drop in the B/P occasionally causing an increase in heart rate as well and this is called the "shock" response. You will see this typically in people who have sustained injuries where there is blood loss, etc. If your spikes of B/P and heart rate occur frequently please seek out medical advice.
