I'm not sure what would make you cold as a healthy person just with low blood pressure - unless you have something else going on to affect that.
With what I have, it causes very very low blood pressure (down to 50s/30s), I'm usually a bit cold, and have lower body temperature (97.3-ish). In my case it's related to an autonomic nervous system problem.
In other people it could be related to blood sugar issues, problems with thyroid and other hormones.
