A low carbohydrate diet is usually quite successful in lowering bloodpressure. If he starts on bloodpressure medication without making any other changes in his diet or lifestyle, he will likely be on medication for the rest of his life. Does he have any other health concerns like being overweight or having elevated cholesterol or triglycerides? These, including high bloodpressure, are all symptoms of Syndrome X. Syndrome X is closely linked to (more than likely caused by) insulin resistance. And the way to correct insulin resistance is to lower insulin requirements on a low carbohydrate diet.
A good book on the subject of the low carbohydrate diet and the biochemistry behind why it works is "Protein Power" by Drs. Eades. The paperback version only costs $6.00-$7.00 at any bookstore including online.
