What constitutes "under control"?

Now five weeks on 2.5 mg/day of vasotec and my bp seems to becoming more erratic. I have been taking bp at the same time every day, right after lunch and a 6 block walk to the pharmacy where there's a machine. Week 2 saw great numbers, all readings in the normal range. Week 3 was back to erratic, lowest was 127/79, highest was 151/79 - at least the diastolic is normal. Higher overall readings in weeks 4 and 5, 136/81 the lowest, 151/87 the highest. Diastolic reading throughout is consistently below 90, but systolic above 140 about 40% of the time. Maybe it's just too soon to tell, but the doctor told me results would be evident after four weeks or so, but things seem to becoming more unstable rather than stable.
