I have read a lot around and some MD says practically no risk while other ones say very,very low risk ( negligible ).
I ask because I was reading a closed thread of a guy said he had 1200 insertive oral exposure without condom with hookers at high risk of various diseases and he claimed to have not been infected from HIV,hepatitis,syphilis or other sever diseases.
Frankly speaking it's exactly my case: also me I have had a lot of unprotected oral insertive sex in years with street hookers at very high risk of diseases and still haven't neither HIV or Hep A,B,C or syphilis.
No surely an advisable behavior, but insertive oral without condom seems really at no risk for HIV and at very low risk also for other sexual diseases. The CDC says there's not any documented case of HIV infection in this manner.
The CDC is correct there is no such case. Oral sex posses a very small theoretical risk. This risk is so small that it as yet to be documented. The few and I mean few cases where HIV has, apparently, been transmitted via oral sex involve ejaculation of semen into the mouth.
There is not a single confirmed case or HIV being transmitted by oral sex alone.
There is not a single case of HIV being transmitted via female on female oral sex.
There is not a single confirmed case of HIV being transmitted via oral sex involving vaginal fluid or precum.
There are many differing permutations of oral sex, not one as been documented as having transmitted HIV, other than when ejaculation took place. Even these cases are questionable and are very few and very far between.
In answer to your question “does insertive oral sex posse a risk? “ ( alone ). If there is a risk it is so small it cannot be determined by medical science, in effect zero.

Kev is spot on, No risk of HIV, just want to add, their is a chance of STD's, mainly oral ones and certainly Herpes, always wear a condom, is my advice
