Yes you can definitely exclude HIV. You were not even at a risk of an HIV infection and never even needed testing for it. Regardless of whatever you have been reading online and worrying yourself sick by doing so, none of it applies to you. You have not got HIV.
There has not been a single confirmed case of HIV even being transmitted via oral sex alone, not one in the entire thirty years HIV has been around. Given the fact you have tested conclusively negative from a zero risk exposure, it is bankable that HIV has been utterly and unequivocally ruled out of your life.
So no HIV is not a threat to you, it never was.
