Have you had your hormones checked? A common symptom of Low Progesterone is a craving for sugar, which usually occurs during menstrual cycles. If everything checks out to be fine, try to wing it as best as you can. Only eat minimal amounts of the stuff to satisfy your cravings [because believe me, woman LOVE chocolate/sugar/salty foods when menstrating] Or if you do decide to go overboard and splurge, do some cardio right after, which also helps with menstrual cramps.
