It's not a gene, it's a virus that gets passed around very easily. Men give it to women, women to men, and so on and so on (unless they're gay, of course, then it goes man to man, woman to woman etc.).
And yes, one of the partners has to have the virus in order to pass it on. As for the vaccine, they're giving it to women because they seem to suffer the effects more than men do. Men just get warts, women can get warts and/or cervical cancer.
