400ex, the external genetalia on a woman is called the vulva. That is pretty much anything you see that pubic hair generally grows on, in toward the vaginal opening. The area you describe (in her hair) sounds like external genetalia, i.e. vulva.
I'm not exactly sure how you can have sexual intercourse without the vulva touching various "parts" that might have low risk (or even high risk for that matter) HPV. Condoms only give partial protection against HPV.
The cellular damaged caused by HPV (low risk or high risk) doesn't just occur on the external genetalia or just on the cervix, it can occur on the cervix, the vagina, the vulva, the anus, the penis, the mouth/throat.
There is no absoulte way to know there is no HPV in the vagina (or vulva, or cervix, etc). The pap smear only swabs the cervix. A colposcopy might give a better idea of atypical cell growth (in the above mentioned body parts) but a pap smear can't determine that. The pap is simply a screening device, it isn't diagnostic (that I know of).
