Is hpv contractable when suppressed?

But when you have warts on your skin say your foot or thumb... the virus lingers for a certain period of time you burn it and sometimes it comes back and sometimes it doesnt and it takes time just as well... but its not contractible when its not present!
If you think of Tuberculosis people who have it can come in and out of its active phase and only in its active phase is it contagious!
So hpv of the genitals still has the ability to transfer over in both active (obviously) and latent phases?...
I also read that in some cases it eventually goes away for good or like in this case that i am talking about its just in a latent phase... which can take 2years to leave the body or become latent

This is where there is a real difference of opinion in the medical community. I have yet to read info from a reputable site (gov) that says exactly when one is no longer contagious. Most imply that when it's no longer active, you're good, but I have the impression it has to be inactive because your body has suppressed it, not because it's been physically removed. I actually haven't read any that have specifically said that even when it's dormant, you're still contagious (not that I've read everything though...).

its not myself that has HPV but someone i met has it or said he was in contact with some who had it... but there's no test for him to be tested for it... its been a couple years since, but i'm scared of contracting it... so i'm trying to be careful and collect a lot of information.. so if you can tell me anything that'd be great!
