I am sorry that you and your wife are having to go through this (because it is a "together" thing). Unfortunately, this isn't really black/white. Your doctor is right. The virus can lie dormant in your body for years before it presents itself (if it does at all). This is true for the low risk HPV (which cause genital warts) and high risk (which can lead to various reproductive cancers, including, but not limited to cervical cancer).
There is a lady who use to post on this board who has been with her husband at least 16 years and she recently (within the last year) presented with genital warts.
It is typical that someone presents with genital warts within a month or so, but not always. (that's the "not black/white").
HPV is not something one can use to determine fidelity in ones relationship. It is an insidious virus. Most people have it (if they have been sexually active, and not just sexual intercourse), and most people do not know they have one or more strains of HPV.
