CA health insurance with low-risk HPV?

I am self employed, and was recently denied health insurance in CA due to abnormal paps. The abnormal paps are caused by low-risk HPV. The insurance companies say they require 2 normal paps 6 months apart and are not flexible on that. All follow-ups I've had with a GYN (colpo, etc) come back 'normal'. My GYN thought the denial was ridiculous...

Anyone know how to get health insurance in CA in this situation??
