I was recently notified by my partner that his exwife has HPV. I had a total hysterectomy at a young age and was wondering if I should be tested. Without the presence of a cervix I wasn't sure if this is possible or not.

Yes. Please go get a vault smear. Doctors can, and should, continue smears on women who have had hysterectomies. HPV can cause problems for other tissue, not just the cervix. The vault smear is done the same way as a pap smear; the doctor just swabs the area where the vagina has been sewn together.
