These are normal. They are called fordyce spots or bumps.
They are naturally occurring, not sexually transmitted, and they cause no health problems.
They are simply tiny bumps which can occur on the genitals of both males and females, and also sometimes on the lips. There may be only a few fordyce spots, or many of them- 50 or 100, even.
They can be flesh colored or darker than surrounding skin- purple, brown, black.
What they actually are is clogged sebaceous glands (sort of like blackheads), which produce oil to prevent the skin on your genitals from drying out and cracking. Fordyce spots- like facial pimples- are most commonly seen in teens and young adults, because high hormone levels cause excessive oil production.
Do not pick at these bumps, as they might become infected.
See a doctor if you're concerned, but I can almost guarantee you that the bumps you describe are fordyce spots, and that they are harmless, and that a doctor won't be able to do anything about them except assure you that they're normal.
