Absoulutely, you can have HPV and not have wart's. There are over 82 different types of HPV. If your sexually active, chances are that you have it. you can have this virus and never have a problem...depending which one you have.

Is it usually diagnosed through pap smears or visual exams?Ive had regular exams since I was 18 and have never been diagnosed with any type of STD...The reason I asked is because I have these small raised bumps on my legs...I know that sounds ridiculious but it has to be something...
hmmmm... small raised bumps on your legs?
And they get more mean looking toward the inner thigh? That's probably razor bumps, and the ones on the insides of your thighs are more red/ swollen because they get irritated when you walk. I'm just guessing cos I have this problem.
