It could be, DS has an eye that waters all the time too. We talked to the dr, they won't do anything, unless it is hurting them, until they are a year old, i think. It is not a big deal really. My sis had one and she had a little procedure done when she was two I think.
But, you can go to the eye dr. I posted about this earlier, there is a program called infantsee, where certain eye doctors will give a baby a free eye exam. Just check with eye doctors around you!
