Dark swollen spots on babys gums - canine tooth area

My baby is 7 1/2 months old. He got his first 2 bottom teeth in front when he was 4 1/2 months old. No more since. Now hes teething again and has very swollen gums and dark spots on both sides where his fang teeth would come in. Has anyone seen this before, is it normal? It almost looks like blood blisters in there. He seems to be in so much pain, not eating or sleeping good.
