fluctuation in hearing - porgressive

i have a 5 years old son whith one side total deafness. later we found that teh otherside has problems as well. my son have significsnt drop in hearing time to time and specially wehn caught cold. although he has tubes in his ears that normally no fluid must be there.
has anybody have infromation on this case?
is it progressive?
is there any remedy?
