Shin splints are an "overuse" injury which includes pain in the front of the lower leg. Runners get them. The pain will go away if you stop running. I don't see how having them could stunt growth in any way.
One approach to treating them is to change the nature of workouts to include different types of activities such as cycling or pool exercises for cardio fitness maintenance. Ice, Anti-inflammatories, an elastic bandage, special stretching exercises and the correct type of running shoe can help. When resuming running, stay on a soft and level surface. Go about 1/2 of your usual distance at 1/2 the usual pace, then gradually increase both over several weeks. And stop worrying about stunting your growth.
