why does my daughter continue to get petechiae

My 17 mo. old is a typical toddler. She has all kinds of falls and accidents. A few months ago she went through a very ill phase. Over the course of three months, she ran high fevers, and had respritory symptoms. She is underweight, and has only gained 1.5 pounds since her 6 mo. check up. She also has bean sized glands that have yet to increase or decrease in size. Since her last fever, she will get a petechiae rash every few weeks, sometimes every few days. I have had blood work done twice, and it is normal. Her pediatrician is standing by her theory that it is due to
