fluid in lungs

my mom has congestive heart failure and has been wheezing for quite some time. after a catscan her pulmonary dr said she has 4 large pockets of fluid in the top of her right lung. he suggests telescopic surgery??? He said it could be dangerous because of her heart conditon she may end up on a respirator. Any advise is appreciated.
