Question re: progesteron and estrogens

I'm a lot confused here about the effects of both hormones during meno. I have noticed that when I have regular cycles (ie 23-24 days apart, four full days of menstruation, no spotting at the end) all my symptoms find a relief. Then, like in the last two months, I experience a nightmare of breast tenderness, weight gain ( I eat very little and healthy but nothing seems to be able to make me lose those dreaded 2 kilos) general bloating, moodiness and all the rest. This happens when my periods are very close (18 days between each) and I have only a couple of days of heavy spotting.
What I wanted to ask you is this: what is the dominant hormone in each phase? I mean, the bloating, weight gaining cycles are the one with a dominance of estrogen or is it the other way round?
