Sorry a few gross questions:
How much blood is there? When has a bowel movement is it painful? Is his stool jet black? Is it regular shape or does it come out looking like flattened pencil?
Most bright-red rectal bleeding is caused by hemorrhoids. Sometimes they can become "strangulated" and cause bleeding that soils a persons' underwear. If this is the case he should see a doctor ASAP. An anal fissure can also cause bleeding and burning. The most serious rectal bleeding is that from colorectal polyps or ulcers. If he is over 40 or his family has a history of them he should probably get a colonoscopy. If it is hemorrhoids, which is most likely the case, soaking in a warm/hot bath can help reduce swelling. There are a lot of OTC things you can get for them as well. If the problem persists he should see his Health care provider. Even if they go away, make sure he mentions it during his next visit.
