Yes, I'm sure. They are so normal that people don't even mention them. They are just sebaceous glands and hair follicles. Sebaceous glands are the ones that produce oil and can get clogged to produce blackheads and pimples. They are all over your body but are more noticeable on the genitals because the skin there is so thin and elastic. Girls get them too but have less of that sort of skin visible. Sometimes pimples and blackheads develop on the genitals too but luckily, usually only one or two at a time.
When you say they are obvious when you pull your skin tight, do you mean on your penis when you pull your foreskin back or are you referring to your scrotum still? I ask because there is another sort of small bump that some guys get on the ridge of the glans penis. These are called pearly penile papules (PPP) and are also harmless and natural, full of sensitive nerve connections. Some guys get really freaked out and paranoid about the look of PPPs and try all sorts of crazy methods to get rid of them. There is no rational reason to worry about either of these sorts of bumps.
As you get more hair they may be a little less obvious but you really have to be looking up close to see them at all. Since they are universal don't worry. You would be very odd if you didn't have them.
