Hi, I've been fixing my phimosis, and I got it to a stage where i got the foreskin behind the head when it is not erect. Since then some sort of rash has developed near the bottom of the head, where it is even more sensitive.

if it is simple redness, try diaper cream with zinc oxide. it is a slight case of balanitis.

This thread was somewhat relieving to see, as I just reached the same "phase" of stretching. Likewise, I too noticed it was red. This is likely because it's the first few times it's been pulled back, I'm guessing. It's going to be sensitive for awhile, but that's normal and expected.

Warm water was the first thing to touch mine, and it stung like hell. Again, I'm thinking this is somewhat natural, considering it's a part of the body which has probably never been exposed to even fresh air before.

Good luck. I'll monitor this thread as well, as I'm curious. But I don't think it's anything serious.
