I would consult a lawyer. The medically recognized method of dealing with frenulum breve is not circumcision, it is a frenuloplasty. To leave the short frenulum and take the rest of the foreskin is, in my opinion, medical malpractice.
What the doctor did, was remove what was not the problem, and leave the problem. He or she took the most destructive route, not the most conservative one, in treatment. You still have the possibility of the frenulum tearing, or pulling the glans downward permanently, bending the penis. If frenuloplasty was not an option, simply cutting the frenulum, so that it heals in two pieces, was certainly an option. This doctor needs to be stopped, before doing this to anyone else, again, in my opinion.
