The first problem was balanitis. This can be cured by applying diaper cream with zinc in it. It can be caused by anything, from soap, to a change of laundry detergent, to unknown causes.
The subsequent swelling and cuts sound like the cream the doctor had you use killed off the bacteria which protect the penis, and it gave you a yeast infection.
The yeast infection causes the tearing, and the scarring causes the foreskin to be unable to retract. You can likely rid yourself of the yeast infection using anything over the counter for women, such as monistat or vagisil, etc. If you feel the need, you should go to your local doctor, and get something for the yeast infection, if you think it is in your blood. Any partner will also have to be treated.
Once the yeast infection is over, you can follow the instructions for stretching a tight foreskin, in the sticky at the top of this forum. If you do it before the yeast is healed, it will just lead to more scarring. If the yeast is gone, this should present no problems. Your penis should be back to normal quickly. Good luck.
