Free vs bioavailable testosterone

Age 37. During last year I started experiencing ED and lack of libido. I went to see GP who ordered free testosterone test. I did around 8 morning. The result 39 pmol/l where lab range 31-94. He said it's normal but you should have more than that, He gave me referral to urologist.
Urologist said free testosterone is calculated value and inaccurate.

So I did total T 15 nmol/l range 8.4 -28.7
free again 39 range 31-94
bioavailable 12.6 nmol/l range 2.5 - 15
TSH 1.61 miu/l 0.35 - 5
FSH 6 iu/l 2-8
LH 4iu/l 2-6
prolactin 6 ug/l 2-18

Based on bioavailable result I should have good sex drive which I don't have at all. And free testosterone again low normal. I was thinking if bio is high that free should be high as well. No morining erection or very weak. No health problems beside high blood pressure. No smoking, drinking or any drugs. A lot of stress but it shouldn't kill morning wood. It doesn't look like psycological by itself. But doctor says HBP rarely by itself causes ED but more ofter drugs to fight HBP and should not affect libido. He prescribed Cialis which kinda helps.
But the problem is still there :-( What is next?
