I was cut very tightly too - I can't pull any shaft skin over my glans. I looked into foreskin restoration a while ago, and can answer your questions:

- There's no frenulum in a restored foreskin, and therefore no attachment point on the underside. A restored foreskin will not always have a tendency to slip forward like a natural foreskin will. The frenulum has tons of pleasurable nerves in it - a restored foreskin doesn't have this.
- There's no frenar band in a restored foreskin. The frenar band is like a ring of elastic skin that is slightly tighter than the rest of the foreskin, and is usually right at the tip of the foreskin where it folds over when covering the glans. The frenar band helps keep the foreskin snug over the glans, helps keep it on place behind the head when retracted, and helps pull it forward to cover the glans once its over the ridge of the glans. The frenar band also has a lot of pleasurable nerves in it. Because of the lack of a frenar band, a restored foreskin tends to look 'looser' with more of a gap between the foreskin and the glans - not as snug as the natural foreskin.
- The skin of a restored foreskin tends to be thicker than a natural foreskin. This is because its mostly regrowth of shaft skin, folded over on itself. The natural foreskin has two layers: an inner foreskin and an outer foreskin. The inner foreskin is much thinner than the outer foreskin, and is also much moister.

No, the frenulum does not reappear after restoration. Once the frenulum is cut off during circumcision, its gone forever. Some cut guys have a portion of their frenulum left behind (I do), and can get pleasure from that, but its not going to grow or reform during restoration.

Yes, a restored penis will produce noticable smegma, just like in an uncut penis. Actually, cut guys produce smegma too, its just that you never see it because its constantly rubbing off on clothing, etc. Since it has no where to accumulate, it never becomes noticeable. Once you put a layer of skin covering the glans all the time, smegma can accumulate there and will be a noticeable amount.
After considering what a restored foreskin can and can't do, and how much effort and time it takes to do a non-surgical restoration, I decided it wasn't worth it. But that's just me.
