Totally normal, bud. Usually a guy's left one hangs lower, but either is normal, even if it is only slightly so (like for a guy who has a tight scrotum, it may not "show" that much different). Good reason too--they might otherwise "crash" into each other. And yes, your brother's surgery was likely because one did not descend, in which case, it is 'normal' to remove it, rather than risk testicular cancer.
