The hole at the top of my foreskin is about 7mm across. Obviousley thats far too small to retract the foreskin back, and I can't do it.

No you are not some type of weirdo, but you may want to consider stretching the foreskin to prevent problems in the future, it sounds like your young so you should not worry about it.
Your foreskin could become to tight if your penis gets a bit larger, ive heard stories of were the foreskin actually shrinks a bit leaving the individual with painful erections. At 17 your penis is just about done growing so you probably have no need to worry.
hey man, im in the same exact boat as you.. im 17, and mine doesnt retract either... but i can have sex fine, although theres some pretty bad tension if i dont have a condom on, but i do 99% of the time, so that hasnt bothered me
