Its totally normal. That's why I quit shaving down there actually. I'm almost 100% sure that those red bumps are irritated hair follicles. Like, when you shave the hairs (1) rather than being rounded on the end, the hairs become sharp and (2) the end of the hair is now under the skin. Then, when the hair starts to grow again, it doesn't always line up exactly with the hole it was originally growing out of so the sharp hair is sorta jabbing underneath your skin. Eventually, the hair finds its way through and thats when the redness goes away. But then as soon as you shave, the whole thing happens again.
