The "bumps" you talk about are harmless and many guys have them. They are either fordyce spots or Tyson's glands. Tyson's glands appear exactly where you describe them -- on both sides of the frenulum. Two other common "bumps" that you might like to find out about are pearly penile papules and sebaceous prominence. All of these skin features are common on men's genitals; as you are aware, they are not caused by having sex.
