Are you trying to double your layers of foreskin? How would it grow anything but scar tissue on the new outer layers if it were cut? I don't know if it would even be possible. I kind of doubt it. It seems like it would look insane if it were possible.
If you were trying to double your layers like that, I would think you'd go about it more like a foreskin restoration, but pull the middle out to make a new layer to keep on the front. The smooth muscle tissue might keep it tight again eventually, but I don't know if it could look like you want.
This is gross and funny to think about. You should probably ask a doctor who knows something about unusual body modifications if you really want to know more about this for yourself.
