Yes! Please read the help guide/post at top of forum that gives instructions on foreskin issues. the white layer of stuff you are seeing is called smegma. This needs to be removed when bathing. It causes bacteria and germs, as well as a nasty smell. It can also cause cervical cancer in women when having sex. If this can be removed with out a gentle body wash/soap, do so but if not I would suggest a gentle cleanser such as a baby soap/wash, cleaning the area daily! After cleaning, you can use baby oil over penis/foreskin if you don't like the dry feeling. Follow the foreskin stretching instructions at the top of forum if your foreskin needs to be stretched.
