Apparently a Perineural cyst is an abnormal fluid-filled sacs located in the sacrum, at the base of the spine. Most people with them have no idea they're there, because there aren't any symptoms.. however it's possible that they'll start to compress some important nerve fibers, and cause pain and neurological issues.
As for the cardiac artifact, it's possible that for whatever reason, the MRI image was affected by whatever your heart was doing at the time? I tried to look up "cardiac artifact" and didn't get any clear answer of what it could be, beyond that.

I would hope that if it were something worth noting, your doctor would have told you about it. (Of course sometimes doctors choose to keep us out of the loop).
