Big toe nail pulled back still attached!

I read your replies to a similar case (very helpful thank you) My question, when this first happened I did not have access to peroxide but put antibacterial ointment on it and put band aides on it. I read that it needs to be dry to heal and grow back properly. In order for me to get the ointment out from underneath will peroxide do the trick alone or do you suggest cutting the hanging nail, I know this will be painful but will it help the healing process better? Also it is only attached on one side, the other side pulled completely out of the skin (gross) will that side still grow back? Last time it didn't rip all the way out. Thank you
