The nail bed does not grow, it is a permanent fixture just like your regular skin. The only way the nail plate will not grow is if you had the root permanently and surgically removed. A damaged matrix (where the nail plate cells are 'born') will result in slowed growth until the matrix heals. Once it has healed, it will begin to produce healthy cells and will push the damaged portion of nail plate off the free edge. If the injury resulted in permanent damage to the Matrix, the nail plate will grow in with horizontal ridges (humps and bumps). There is nothing that can be done to change this. Yes, they do say they can implant a nail plate, but I have not read any good remarks about this procedure.
