That's a good question. My Psychiatrist, whom is an M.D. which all are, Certification and Licensure is also in Neurology. What this means is that my pdoc, is able to do neurologic checks to make sure that many of my meds that have tendencies to cause neurologic deficits is able to test me for those, as he has the schooling and knowledge to do so, I'm not sure if all Psychiatrists are like this or not.
A regular Neurologist most likely would not treat someone with BiPolar. The "specialist" for BiPolar Disorder as with other mental disorders is a Psychiatrist.
