unknown disorder in infant

Hi, my son is 9 months old and has had problems since birth. He started with feeding problems and a milk protein allergy. Then around 4 months he had no head/neck control. His neck was also turning to the right side and appeared to have a tilt. He started feeding therpy and Physical therpy for low muscle tone and his neck. He has had Ct scans and a MRI that showed brain atrophy in the front and side. He is delayed on motor skills and is always crying, his mood will shift to happy but most times he is screaming. His eeg showed him at risk for seizures and abnormal waves. He has also seen a genetic doctor, they say all his blood work and urine is normal. No one seems to have any clue on what is wrong. They also noticed he has to hair whorls on the back of his head, they are spaced but going different ways. Besides that he appears to look like a normal child.
