Emg/ nerve conduction

Who is authorized to preform the emg nerve test?
Is it normal to hit a nerve when doing the tests?
How much damage can be done if the nerve is hit?

I have had emg nerve tests done by a neurologist in his office and also by someone in an orthopedist office. They do stimulate the nerves with electricity and also put needles into certain places. I guess you can say, then, that they do "hit a nerve," but it's only done on the skin surface and to my knowledge, they aren't going to be able to actually damage a nerve. I was certainly never informed that that could be even a remote possibility.
