That sounds a lot like the examples of OCD behavior I've read in academic books on the subject.
So, the question is: Is this compulsion interfering in your life?
Some things to consider:
Are you sometimes late for things because you spent too much time wiping and blowing?
Does your nose get sore from the wiping and blowing?
Are you embarrassed by your wiping and blowing?
There may be other things to consider as well in relation to the quality of life in relation to the habit.
If you answer yes to these kinds of things, then it's worth seeking professional help to try to eliminate that type of behavior.
