What exactly is in-grown hair, yes i know its hair under your skin but how can you tell if you have it?...what exactly does it do?...and is it curable?...any answers would be appreciated

Ill answer in the Q's order:

1. You can see it under there OR it will get all big and pusee(sp?)
2. It doesnt do much but itch and get really ugly
3. Tweezers are their worst enemy

Basically hair grows under the skin when it can't break through the skin or the folicle is plugged. Women who wax actually have them more often than those who shave for example because they are totally pulling the hair out from the root. Men often get them on their face from shaving.
Best thing to do for ingrown hairs is to exfoliate the skin with a loofa sponge on a regualr basis to remove dead skin cells allowing new hair to grow in properly.
There's no "cure" for them as they aren't considered a medical proble unless you have African America skin in which case it is a totally different story.
They can get infected and should be treated if they get to that point but it is a rare occurance unless you are shaving/waxing a very "sensitive area" of your body in which case it is more problem there.
Some hairs just naturally grow ingrown on your arms or other areas of the body in which you do not shave, just try to pluck it and exfoliate in the area when you shower.
