Question Old Injury

I was wondering if anyone could help me. I broke my arm when I was a young child (about 25 years ago) and it did not set right. My arm goes to far backwards and I cannot touch my shoulder. It stops about half way up. It drives me crazy to not have the full range of motion and make everyday things, like doing my hair and buttoning up buttons, very difficult. Is it too late to do something about it? And what should I know before I make a decision to act on it? Thank you for your help in advance.
