Sternum Growth & Chest Pain

My husband has been complaining of a chest pain that causes his both arms to go numb. He went to his doctor and it got an EKC & Chest Xrays, which came back normal... After a few weeks he noticed some inflamation (like a balloon) or a small growth on his sternum area. His doctor ordered a CT Scan which came back negative. Doctor doesn't want to refer him to a specialist since all exams have come back negative but I can't just take that as done. Any suggestions?
