Muscular problems in 4 yr old

This is my first post on here, so bear with me. I have a 4 yr old boy that broke his rt femur in Oct 2011 which made him 3 at the time. It was a simple fracture, so no surgery needed. He was fitted with a spica hip cast that he wore for 9 weeks. He did 4 weeks of pt afterwards.

Over the past several months, he has developed some issues that he has never had before. He walks on his tiptoes all the time. He will stop for just the moment that I tell him to stop then he starts again. He is always falling down. Not falling over things, just tripping over air! Like he has no balance. And the last thing, I just noticed this last night. His knees are much larger than I have ever noticed. They touch on the inside and his left one is much larger than the right.

I am planning on calling dr in the morning, Just wanted to see if anyone has any clues as to what this may sound like.
