Most likely, cause they are still really small, and it's hard to feel them all the time. Try laying ON your stomach, or putting some pressure on it, that made it easier for me to feel it. My placenta is at the front too, and I had alot of trouble at first. And I still have days (34 weeks) where my little guy doesnt' move a whole lot. Then other days he just goes crazy in there! You can try drinking something really sweet, like OJ or fruit juice, (Frosted flakes and juice always get my baby moving!) and then laying on your side, but that might not work so early on.
