Lightbulb Another question

Just a quick question. When i saw my midwife last week she told me that the baby's head was 3/5ths engaged. I asked why it wasn't fully engaged by this time is the pregnancy and she told me that that was probably as far down as the head was going to go before labour. I'm confused, should the head not be fully engaged before labour begins?? Ive heard that the head engaging is meant to be an indication of whether your babies head will fit through your pelvis?? Can anyone shed any light on this?????
