Did they say why her fluid was low in the earlier pregnancy? I am curious because I had a problem where my bp was high one day and the Doctor sent me for an ultrasound to check the baby's growth and to check if the fluids were low. He was worried that my bp would cause preeclampsia or pregnancy induced hypertention and he said some signs were those two things. So what I was curious about was if your sister's Doctor may have been checking her for preeclampsia too. If that was the case than sometimes the only way to stop the problem is too deliver the baby early. That is what I read anyway.
