Ok never mind, I didn't want to sound like one of my students so I did what I tell them to do and looked it up, LOL! I would say if the head can be seen or touched the time is very near...did your midwife say if you were dilated yet or mention anything about effacement?
While I don't remember my doctor using this exact term during my first pregnancy, what I think your doc means is that when doing an internal exam she is able to feel the baby's head. That is a good sign, it basically means the baby is getting into position and his/her head has moved down towards the birth canal. However mine was like this for a while and I didn't deliver my daughter until 39 weeks 4 days....so you never know. They seem to make their appearence when they are good and ready.
